Louise M. Percy, 64, of Jackson II Road, Carthage, passed away early Thursday morning, June 27, 2024, while under the care of her family and Hospice of Jefferson County.
Louise was born on April 21,1960 in Carthage, the daughter of the late Lloyd and Norma Gay (Andress) DeLair. She was a 1978 graduate of Carthage Central High School. She entered the Navy on October 18,1979 and served six years until May 17, 1985. She worked for several years in Florida before returning to the North Country. She married Richard J. Percy Jr. on May 21, 2011. Louise held several positions at Fort Drum and retired in 2011 as a management analyst for the DPTMS, Fort Drum.
Louise was a member and the Financial Secretary for the American Legion Post in Black River for 10 years. She also was a member of the American Legion Auxiliary. She loved all kinds of music, playing her guitar and spending time with her family.
She is survived by her husband: Richard J. Percy Jr., her faithful dog, Tobi, one son, Donald Bishop III of Carthage, two stepdaughters: Jennifer Percy and Kilee Percy of Black River, a stepson, Brian Percy of Black River, two grandchildren; Austyn and Amelia Bishop, six step grandchildren, Macey Copley, Landon Copley, Reese Hoover, Gabrielle Brigham, Brodie Percy and Bella Percy; three sisters: Patty Farmer of Natural Bridge, Teresa Perras of Oswego and Carol Duggan of Florence, NC, one brother: John DeLair of Natural Bridge and several nieces and nephews. She is predeceased by her beloved son, Wyatt H. Bishop who died on March 15, 2023.
